Building 1 is probably mostly operational despite some cooling towers yet to be installed. In the original building permit Google only expected to build 6 new cooling towers, but they've extended the row further. This might be to support new chips with denser power configurations. Across the road, you can see the beginnings of land development for what is likely an expansion of the site, but we don't have any details on it yet.
